I brought with me a gun that was given as a quest reward, an AI-2 from crafting, and some buckshot from a scav raid I did. All various ways to get FIR items. I loaded in, and all the items showed they don't have the FIR status as is normal while in the offline raid. I killed some scavs and extracted. Back in my stash, all three items are still FIR.

you need to enable bosses in offline mode, you will get cultists and bosses and rogue goons. And dont forget to choose the time and map that is specific for cultists (custom, woods, shoreline between 2200 and 0500) Never managed to have them spawn in offline, I don’t think they do.
