If not a full token, these additional epic quests with quest givers in the Twelve should have at least had a chance to drop fragments. Every epic quest from stormreach drops token fragments. And those are dropped so plenty, that you will have enough for everything you want. 100 fragments for a token and after two Epic TRs I now sit on a few 1000. You can then trade them for the tokens.
